evenmorerapidgrowth(seee.g.,WorldBank,[2000a]).Third,manycountrieshadliberalizedtheirdomesticfinancialsectors,butwithoutsufficientregulation,anddomesticbankssuppliedcheapcapitaltoalreadyhighlyleveragedcorporationsthattookoneasilyavailablecredit(seeClaessens,etal,[1998]).Finally,politics,atfirststable,introducednewrisksthatculminatedinimportantchangesatpreciselythetimewheninternalfinancialvulnerabilitieswerebecomingworrisome(seeHaggard,[2000]).Acombinationofthefirstthreefactorsledtoover-investmentindomesticnon-tradablesectors—manifestedaspropertypricebubblesespeciallyinThailandandMalaysia—andinselectedinefficientmanufacturingsectors—aswasdonebyIndonesiangroupfirmsandKoreanchaebolfirms.Availabilityofcheapcapitalthatwaspoorlyintermediatedthroughweaklysupervisedandgovernedfinancialinstitutionsallowedcorporationstoadddebttotheiralreadyhighlyleveragedbalancesheets.Asonecountryenteredcrisis,investorsexaminedothercountriesforsimilaritiesandshiftedportfolios,orwerecompelledtodosoasthefirstcountry’sdemiseraisedriskonthewholeclassofinvestment,producingcontagion(seeCalvo[1998]andDornbusch,etal[2000]).2Thefourthfactoraggravatedthisprocess.ThedevaluationoftheThaibahtinJuly1997thustriggeredagatheringpanicamonginvestorsthatledtothemostmassiveoutflowofcapitalfromanydevelopingregioninhumanhistory.Morethan$100billionwerewithdrawnfromtheASEANcountriesandKoreainthespaceofthe18monthsaftertheThaibahtdevaluation.
