技术引进与自主创新的协同机制分析

——以济南钢铁企业集团为例

摘要：二十世纪中叶以来，科技进步日益成为当代发展的主动力。我国不仅要从国外引进适合本国国情的先进技术，还要在消化吸收外国先进技术的基础上进行自主创新。本文从技术引进与自主创新的优劣势出发，阐述了技术引进与自主创新协同机制的内涵，指出了我国在技术引进与自主创新协同发展中存在的重复引进严重、重硬件轻软件、消化吸收不利以及宏观调控缺乏等问题，并以济南钢铁集团为例，总结了济钢技术引进与自主创新协同发展的经验与启示。指出应从政府宏观调控、企业在自主创新中的主体地位、引进内容的侧重点、发挥中介组织的作用和法律体系的完善五个角度着重考虑，构建企业技术引进与自主创新协同机制。

Abstract: Since the mid-20th century, the advance in technology has become the main power of the contemporary development. Our country not only need introducing the advanced technology which suit our country from overseas, but also need independent innovation on the basis of digesting and absorbing the foreign advanced technology. This article starts from the superior and inferiority of the technology introduction and independent innovation, it states the definition of technology introduction and independent innovation coordination mechanism, it also points out some existing problems which includes the redundant introduction, appreciating hardware ignoring software, the digestion absorption disadvantageous as well as the macroeconomic regulation and control lacks and takes the Jinan steel and iron group as the example, summed up the Jinan Iron and Steel the experiences and enlightenments in the independent innovation and technology introduction aspects. It points out that we should consider emphatically from five angles which are the government's macroeconomic regulation, the main status of the enterprise, the important contents of the introduction, play the role of intermediary organizations and the improvement of the legal system, establishing the enterprises technology introduction and independent innovation coordination mechanism
