Opening of the meeting

Mr Jean-François SEGUIN, Chair of the Conference of the Council of Europe on the European Landscape Convention welcomed the participants (see List of participants in the appendix).

2. Information on the establishment of a Council of Europe Database on the European Landscape Convention

The Chair explained that the objective of the meeting was to establish a European Landscape Convention Observatory taking the opportunity offered by the new technologies for interactive systems. A draft Decision of the CDPATEP should be prepared to be presented at the 5th Conference of the Council of Europe on the European Landscape Convention on 30-31 March 2009 and then to the CDPATEP. 3. Examination of the Working Documents

The participants examined the Working documents which appear in the Appendix.

The Chair examined the document prepared for the meeting and in particular the following items:

I. Objectives of the information system; II. Accessibility of the information system; III. Form of the information system IV. Content of the information system V. Languages used in the database VI. Links with existing networks

VII. Development in the medium term VIII. Implementation 4. The participants adopted the following draft text to be presented to the CDPATEP and asked Mr Yves LUGINBÜHL as Expert of the Council of Europe, to prepare with the collaboration of the other Experts a document to be added as an Appendix to the document.

Draft Decision of the CDPATEP on the European Landscape Convention Observatory

The CDPATEP, 1. Considering that the aim of the Council of Europe is to achieve a greater unity between its members for the purpose of safeguarding and realising the ideals and principles which are their common heritage; 2. Having regard to the European Landscape Convention (ETS No 176) adopted by the Committee of Ministers of the Council of Europe on 19 July 2000 and opened for signature by Council member states in Florence on 20 October 2000; 3. Considering that the convention makes an important contribution to the Council of Europe’s objectives of promoting democracy, human rights and the rule of law and seeking common solutions to the main problems facing European society today; 4. Underlining that, in taking account of regions’ natural, cultural and landscape value, the Council of Europe seeks to protect Europeans’ quality of life and well-being;
