NOT运算符只接受一个输入端，它可以是一个标量或向量。如果输入是一个向量，输出是
输入向量元素一个向量的含有相同的大小的按位逻辑补码。
对于单一矢量输入端，块适用于操作（除NOT运算符）的向量的所有元素
o 如果你不指定一个位掩码，输出的是一个标量。

如果你指定一个位掩码，输出的是一个矢量
对于两个或更多的输入，块执行的所有输入之间的操作。如果输入是矢量，块执行相应的元
素的向量到产生一个矢量输出端之间的操作。
