As the development of society,people's health care and education ,a part of social security system,become more and more important.As their individual development and social contribution will shape the future of the world, investment in people’s health, nutrition and education is the foundation for national development.A research shows that people want most is "Happiness" and how can people become happy.The basic reason is Health. No matter how rich or poor you are, if you have bad health,you got nothing.In rencent years,much more attention than ever before has been paid to the influence of scial benefit on civilians' daily life.

Who should pay for the health care and education? This is a quite popular but also a quite serious topic now in the human society.Some people say that the government should pay for the health care and education, but others say that it is not the government’s responsibility.In my point of view,I think government should pay for health care and education – but only one part of it.The development of health care and education is relating to the function of government.

As we all know that health care and education are very important to one’s daily life and the duty of government is to serve for his citizens. In some aspects, the government should pay for the health care and education. Meanwhile, the government collect different kinds of tax every year to support the building of the health care and education system. So that ,people could have a more harmonious circumstance. After all, the knowledge and health of the citizens should be guaranteed by the government and all citizens are entitled to these social services..In recent years, the government is emphasizing on urban and rural education and rural development.These ways have promoted human development and world peace.It is obvious that government pay for the health care and education may bring numbers of benefits.In the education,firstly,the stress of of tution fees can be reduced. The literacy rate ,however,also can be raised.There is no doubt that the government funding is beneficial to the parents who cannnot afford the cost of children's education.Secondly,it is advantageous to increase the teachers' earnings.Obviously, more and more outstanding people will atend the education.Similarly,health care is significant.The government and society are responsible for the health care services,to ensure social equality.The civilians must be thankful for the government and society.

But on the other hand, it seems a bit too waste to put too much money in the people's livelihood.
